I've tried extracting to local and network drives, using windows 7 pro, 8.1 pro and 10 pro computers, with antivirus (Symantec Endpoint Protection) enabled and disabled - all with the same result. Modify the name of the file and try to extract the contents once more. However, the extraction process freezes when almost complete (according to the progress bar) with no error message other than 'not responding'. Restart your computer and try to extract the compressed file once more. I have the same problem: I purchased 4 licences for Photoshop & Premiere Elements 14 the downloads were slow but completed ok.
